COVID-affected farmers get back on their feet with RPSF emergency donation

In response to the unprecedented worldwide coronavirus pandemic, IFAD has created a US$40 millions Rural Poor Recovery Facility to assist 59 priority countries in their response to the COVID 19 crisis.

In order to support the national priorities of the Cameroonian Government, through the financing of investments targeted at small producers and poor rural households and, on the basis of the « project to support poor rural populations in the face of COVID 19 », the Government has requested IFAD to release these resources.

IFAD and the Government of the Republic of Cameroon signed two letters of amendment to the PEA-Jeunes financing agreement on June 3, 2021 and September 21, 2021, respectively, to support the government’s national response plan against COVID 19 through the Rural Poor Recovery Facility (RPSF).

The RPSF donation was attached to the PEA-Jeunes to benefit from its experience and facilities. The overall objective of the facility was to contribute to supporting the rural poor and vulnerable to adapt and recover more quickly from the COVID 19 crisis by improving their food security and resilience capacities. Specifically, the project aimed to strengthen production systems in promising commodity chains by facilitating timely access to quality inputs and markets for 1,500 small-scale producers.

The completion mission of this mechanism, which took place from 11 to 19 July 2022, concluded on a satisfactory note. The RPSF donation met the needs of the targeted beneficiaries following the consequences of the Covid 19 pandemic. The RPSF project has an overall physical implementation rate of 67% and a financial rate of 81% as of 15 July 2022. This joint IFAD and government mission, which visited the field in the three intervention regions, was able to exchange with the various actors in the intervention process.

The 1,500 beneficiary households expected at the time of the evaluation, the project had reached 1,047 producers by 15 July 2022, representing 70% of the target.

The project’s beneficiary households are mainly composed of households that received input and equipment kits. In this regard, out of the 1801 beneficiary files received, 1598 producer applications were validated by the regional validation committee. At the time of the evaluation, only 1047 producers had received the kits. The project plans to distribute the remaining 453 kits before 31 July 2022. In the form of donations of emergency supplies, access to quality inputs, access to lead markets for small producers and support for access to other marketing channels such as web marketing, the RPSF has helped producers to relaunch their activities. The testimonies of the beneficiaries in the field mentioned the adequacy of the support in relation to their needs. During the implementation of this project, the PEA-Jeunes continued to implement its core activities.
